Investment Requirements

Applicants must fulfill all three of the following financial requirements to qualify for Maltese Citizenship by Naturalisation for Exceptional Services by Direct Investment.

1. Exceptional Direct Investment
From €600,000

A direct non-refundable contribution to the National Development and Social Fund.

  • Main Applicant (36 months residency) €600,000
  • Main Applicant (12 months residency expedited) €750,000
  • Each Additional Dependent €50,000
2. Real Estate Investment
From €16,000 / year

Applicants must either purchase or lease a residential property in Malta, holding it for a minimum of 5 years.

  • Property Purchase (Minimum Value) €700,000
  • Property Lease (Minimum Annual Rent) €16,000 / year
3. Philanthropic Donation
€10,000

A mandatory charitable donation must be made prior to the issuance of the certificate of naturalization.

  • Donation to a registered NGO (cultural, sport, scientific, etc.) €10,000

Procedures & Timeline

Step 1: Residency Stage
Applicant submits the residency application. E-residence cards are issued, beginning the 12 or 36-month residency period requirement.
Step 2: Eligibility & Due Diligence
Submission of citizenship eligibility application. The Community Malta Agency conducts rigorous, multi-tier background checks.
Step 3: Citizenship Application & Investment
After residency is complete and eligibility is approved, the citizenship application is submitted. Once approved in principle, the applicant completes the financial contributions, real estate, and donation requirements.
Step 4: Oath of Allegiance
Applicants visit Malta to take the Oath of Allegiance. Nationality certificates and Maltese passports are subsequently issued.
